About this opportunity
The Missouri Department of Conservation is requesting sealed bids for invasive species treatment services at Blue Springs Creek Conservation Area in Crawford County, with bids due August 17, 2026 at 2:00 PM Central Time under IFB format.
The scope encompasses removal and deadening of privet (Ligustrum spp.) across six designated units totaling approximately 81.5 acres. Unit sizes are 18, 7.5, 16.5, 10.5, 14, and 15.5 acres. Work requires cutting privet at the base and treating cut stems with a 50% aquatic-rated glyphosate solution within five minutes of cutting. Application is prohibited during spring flush or when temperatures fall to 32 degrees Fahrenheit or below. The contractor must post work location maps for hunters during the contracted period.
The original contract period runs one year from award, with the Department holding options to exercise two additional one-year renewal periods. Pricing must be firm and fixed for the original contract period and any renewals. The lowest responsive and responsible bidder receives award; pricing is the sole evaluation criterion.
Contractors must comply with Missouri tax compliance, Secretary of State registration, E-Verify authorization, and business entity certifications prior to award. The Department reserves the right to add, remove, or change priority of work areas during the contract term while maintaining the original stated unit prices for modifications.
Contractors may earn five to fifteen bonus evaluation points by committing to utilize Organizations for the Blind or Sheltered Workshops for at least 2% or $5,000 of the contract value.
A non-mandatory site tour is scheduled for August 11, 2026 at 10:00 AM at the El Dorado Springs Office. Sealed bids are submitted electronically through MissouriBUYS (powered by MOVERS) or by hard copy mail. Payment is due within thirty calendar days of invoice receipt upon completion and Department acceptance of work.
