About this opportunity
The Missouri Department of Conservation is soliciting bids for invasive plant removal services at Blue Springs Creek Conservation Area in Crawford County, with proposals due August 17, 2026 at 2:00 p.m. Central Time. Missouri's Blind and Sheltered Workshop set-aside applies — bidders must either be an Organization for the Blind or Sheltered Workshop, or commit to subcontracting at least the greater of $5,000 or 2% of total contract value to such an organization, with participation evaluated on a sliding scale awarding five to fifteen bonus points.
The scope covers deadening of privet (Ligustrum spp) across six designated units totaling approximately 73.5 acres (Unit 1: 18 acres; Unit 2: 7.5 acres; Unit 3: 16.5 acres; Unit 4: 10.5 acres; Unit 5: 14 acres; Unit 6: 15.5 acres). Work must comply with detailed performance specifications: cutting privet taller than three feet at the base, treating all stems with a 50% aquatic-rated glyphosate solution containing indicator dye within five minutes of cutting, maintaining stump heights no taller than six inches, and avoiding work during spring flush, temperatures of 32 degrees Fahrenheit or below, and within one hour before precipitation events.
The Department will award a blanket purchase agreement with an original one-year contract period and two optional one-year renewal periods at the Department's sole discretion. Pricing is firm and fixed for the original period, with maximum prices submitted for each renewal period. Evaluation is price-only using total cost for all line items across the original and potential renewals. Award goes to the lowest responsive supplier whose bid complies with all mandatory specifications.
Prior to award, bidders must demonstrate Missouri tax compliance, Secretary of State registration or exemption documentation, and E-Verify enrollment if applicable. A non-mandatory pre-award site tour is scheduled for August 11, 2026 at 10:00 a.m. at the El Dorado Springs Office parking lot. Submission is via MissouriBUYS (MOVERS).
