About this opportunity
The Missouri Department of Conservation is requesting bids for invasive plant species removal services across approximately 196 acres at the Weldon Spring Conservation Area in St. Charles County, with proposals due October 26, 2026 at 2:00 p.m. Central Time. A valid Missouri commercial pesticide applicators license is a mandatory requirement before the contractor may use chemicals on Department property.
The scope spans six units ranging from 15 to 68 acres each, with work to be performed on a unit-by-unit basis and Department approval required before moving between units. Work must be completed by March 31, 2027. The contract period runs from award through April 15, 2027. Contractors must demonstrate prior experience through three Current/Prior Experience Verifications and maintain liability insurance with the Department named as an additional insured. Work is subject to Department inspection and quality control, with restrictions on equipment use on designated trails and timing restrictions during deer hunting and turkey seasons.
The procurement uses firm, fixed-price evaluation with award to the lowest responsive bid meeting all mandatory specifications. The Department offers optional bonus points (5–15) for participation by Organizations for the Blind/Sheltered Workshops, certified Service-Disabled Veteran Business Enterprises, or Honorably Discharged Veteran Enterprises at a minimum commitment of two percent or $5,000 of contract value. Mandatory business compliance includes obtaining a Missouri Department of Revenue "Vendor No Tax Due" certificate, proper Secretary of State registration, E-Verify enrollment if applicable, and compliance with state and local business laws.
Optional site tours are available by contacting Jessica Levan at 636-441-4554 ext. 4627 or Jessica.Levan@mdc.mo.gov during business hours Monday through Friday, 9:00 a.m. to 3:00 p.m. Responses are submitted through MissouriBUYS, powered by MOVERS, or via hard copy mail.
