About this opportunity

The California Military Department is requesting bids for invasive plant control services at Camp Roberts and Camp San Luis Obispo in San Miguel and San Luis Obispo counties under a 36-month contract from September 30, 2026, through September 29, 2029, with bids due August 25, 2026, at 2:00 p.m. Pacific Time. Small business preference of 5% applies to bidders certified by the Office of Small Business and Disabled Veteran's Business Enterprise; non-small business bidders may also receive a 5% preference by subcontracting at least 25 percent of the net bid price to certified small businesses. The Military Department has waived all Disabled Veteran Business Enterprise participation requirements.

The scope covers invasive plant control across approximately 43,000 acres at Camp Roberts and 5,500 acres at Camp San Luis Obispo using manual, mechanical, and chemical methods to remove species including arundo, jubata grass, cape ivy, perennial pepperweed, and tree of heaven. The prime contractor must self-perform at least 20 percent of total work and provide all labor, equipment, materials, permits, and fees. A California Department of Pesticide Regulations-licensed Pest Control Advisor must provide herbicide use recommendations; all herbicides must comply with the California Army National Guard State Pesticide Use List and Integrated Pest Management Plan effective February 2020. The contractor must coordinate with the Integrated Pest Management Coordinator on all pest management activities, comply with the CAARNG IPM Plan including non-chemical control prioritization, and track pesticide use via DD Form 1532-1 submitted by the 15th day after month-end. Sites containing threatened and endangered species require environmental personnel coordination prior to pesticide activities.

The contractor must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and statutory workers' compensation coverage. Contract award is based on the lowest responsive bid from a qualified, responsible bidder. Funding is contingent on state budget appropriations for each fiscal year. Questions are due August 17, 2026, at 2:00 p.m. Pacific Time to Christopher Russell at Bids@cmd.ca.gov. Bid opening occurs August 25, 2026, at 9:00 a.m., conducted virtually with in-person attendance available upon request.
