About this opportunity
The Pueblo City-County Library District (PCCLD) has issued a Request for Proposal (RFP #05-2025) for a comprehensive Intrusion Detection System (IDS) with Managed Security Operations Center (SOC) Services to be deployed across eight library locations in Pueblo and Colorado City, Colorado. The procurement seeks a robust cybersecurity solution that provides network-based intrusion detection with real-time alerts, 24/7 SOC monitoring, expert threat analysis, and rapid incident response capabilities. The IDS must incorporate signature-based and anomaly-based threat detection, support custom rules, enable lateral movement detection, and integrate with existing security tools while aligning with cybersecurity frameworks like NIST and CIS. Proposals are due by 3:00 pm on May 2nd, 2025, with an anticipated contract award date of May 30th, 2025. Vendors must provide detailed pricing by location, listing manufacturer make, model, quantity, unit cost, and extended cost, with the ability to bid on one or more items in the scope of work.
The procurement will be funded primarily through the federal E-Rate program, with potential supplemental use of budgeted operating funds, which imposes specific vendor qualifications. Vendors must possess a valid E-Rate SPIN number, submit a Service Provider Annual Certificate Form, and retain invoice records for eleven years. While no specific set-aside designations are mentioned, the RFP emphasizes a cost-effective solution that provides comprehensive protection for a small IT staff. The system must support proactive threat intelligence and offer responsive incident management. Although no specific budget range is explicitly stated, the procurement suggests a comprehensive cybersecurity investment that will cover multiple library locations with advanced monitoring and response capabilities. Vendors are encouraged to provide scalable solutions that can adapt to the library district's evolving cybersecurity needs.
