About this opportunity

The Arizona Department of Transportation (ADOT) is requesting bids on traffic signal improvements at three intersections in the City of Yuma (24th Street and Avenue A; 32nd Street and Avenue 2E; and 32nd Street and Avenue 7E), with bids due October 16, 2026 at 11:00 a.m. Mountain Standard Time. Bidders must be prequalified with ADOT and included on the project Plansholder List as Prime contractors — a mandatory eligibility filter. This is a federal-aid project subject to Davis-Bacon wage requirements and the Disadvantaged Business Enterprise (DBE) program under 49 CFR Part 26; during the current recertification transition, ADOT is not setting DBE contract goals or counting participation toward overall DBE goals, but contractors are encouraged to document reasonable DBE participation efforts and maintain records.

The scope encompasses installation of traffic signal improvements for flashing yellow arrows, signing, and related work at the three specified intersections. Work must comply with ADOT's 2021 Standard Specifications for Road and Bridge Construction, applicable Standard Drawings, the Manual of Approved Signs, the 2023 Manual on Uniform Traffic Control Devices with Arizona Supplement, and project-specific Special Provisions. The time allowed for completion is 90 calendar days.

The programmed amount is $264,000. Bidders must provide an electronic proposal guaranty equal to 10 percent of the bid amount; the successful bidder must execute a Performance Bond and Payment Bond each in the amount of 100 percent of the bid, plus an Insurance Certificate and Contract Agreement. Questions must be submitted in writing through the Bid Express website at least three working days prior to bid opening. The Engineering Specialist is Thomas Mowery-Racz (tmowery-racz@azdot.gov). The successful bidder must register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit a Bidders/Proposers List confirmation email to ADOT's Business Engagement and Compliance Office no later than 4:00 p.m. on the fifth calendar day following bid opening.
