About this opportunity
The Judicial Council of California (JCC) issued a Request for Proposal (RFP Number TCAS-2026-01-JU) on behalf of the fifty-eight Superior Courts of California seeking qualified contractors to provide an internet-based employment recruitment software application and maintenance services. The procured solution must be capable of publicizing job openings and receiving, storing, and processing qualified applications, with detailed system criteria specified in the Minimum Employment Recruitment Software Application Requirements (Exhibit 1). The JCC will award one Master Agreement for an initial three-year term with two optional one-year extensions, allowing individual courts to execute Participating Addendums to purchase services against the Master Agreement. Key deadlines include March 18, 2026, at 3:00 pm Pacific Time for submission of all questions to TCSolicitation@jud.ca.gov, and April 10, 2026, at 3:00 pm Pacific Time for proposal submission. Proposers must submit technical proposals to TCSolicitation@jud.ca.gov and cost proposals separately to RFP-TCAS-2026-01-JU-Cost@jud.ca.gov. Complete RFP documents are available on the JCC Bidders/Solicitation webpage at https://courts.ca.gov/request/tcas-2026-01-ju/rfp/internet-based-employment-recruitment-software-application-maintenance-services.
The RFP documentation does not specify set-aside designations, disadvantaged enterprise restrictions, or evaluation criteria details within the provided materials. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the procurement summary. The JCC has not provided an estimated grand total expenditure for the initial three-year term or any optional extension periods, as the actual costs will depend on the individual purchasing decisions of courts that elect to participate in the Master Agreement. Interested proposers should review the complete RFP documents on the JCC website for comprehensive information regarding set-asides, evaluation criteria, budget parameters, and any technical infrastructure considerations relevant to their proposal development.
