About this opportunity

The State of South Dakota, specifically through the Department of Education and Bureau of Information and Telecommunications, is issuing a Request for Proposal (RFP) for Internet Access Services targeting the Digital Dakota Network (DDN), Research Education and Economic Development (REED) Network, and State Network. The procurement seeks diverse, reliable, and scalable high-speed internet connectivity for state and local governments, the Board of Regents, and public K-12 education institutions, with a primary focus on establishing robust network infrastructure. The services must support two core network locations in Pierre and Madison, South Dakota, with the capability to connect multiple sites and potentially increase subscribed bandwidth during the contract term. Technical requirements include supporting IPv4 and IPv6 traffic, implementing DDOS mitigation services, and providing network management capabilities. The evaluation criteria will prioritize pricing (60 points for E-Rate eligible services, 30 points for non-eligible services) and assess technical competence, IT requirements compliance, past performance, and project management approach. The proposal is due by October 28, 2025, at 5 PM CDT, with an initial contract term of two years and options to renew for up to three additional years. All written questions must be submitted via email to E-Rate@state.sd.us by the specified deadline in Section 1.3 of the RFP.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current network infrastructure operates two 100GbE links and anticipates bandwidth reaching 150 Gbps during the contract period, with the state purchasing approximately 110 Gbps for all government entities and 75.25 Gbps specifically for K-12 sites as of September 2025. The state reserves the right to adjust bandwidth needs through minor contract modifications and will require a unified price per Megabit per second that includes transport, network-to-network interface, and port costs, with separate pricing for E-Rate eligible and non-eligible services. The procurement allows for potential DDOS mitigation services to be either embedded in the standard internet service or separately priced. While no incumbent vendors are explicitly mentioned, the state maintains flexibility in the procurement process, including the ability to negotiate terms with the highest-ranked offeror and potentially request best and final offers after initial proposal review. The total bandwidth and service requirements suggest a significant investment, though specific budget ranges are not directly disclosed in the available documentation.

Opportunity text

The State is seeking diverse, reliable and scalable high-speed Internet Access for the Digital Dakota Network (DDN) / Research Education and Economic Development (REED) Network / State Network. To meet these requirements, an Offeror must be able to meet and support the technical requirements listed in Section 3.
The State administers this wide-area network, referred to as DDN/REED/State Government network. This network provides services to State and Local Governments, Board of Regents, and Public K-12 Education. The network has two (2) core locations that are also the peering sites to the Internet. The core sites are currently located in Pierre, SD and Madison, SD. The service must connect to all with options to increase the subscribed bandwidth during the contract term. The final bandwidth allocations between sites will be established upon the award of the contract. The State's usage could reach 150 Gbps+ during the term of the contract as demand and needs continue to expand amongst all Vendors awarded. The State reserves the right to increase or decrease the bandwidth needs during the term of this contract as minor contract modifications. The Internet connections procured by the State will be protected by a DDOS mitigation service to protect against DDOS attacks.
The bandwidth purchased for the entire State, including both K-12 and other government entities, for the year ending June 30, 2026, as of September 2025 is 110 Gbps. The bandwidth purchased for K-12 sites for the year ending June 30, 2026, as of September 2025 is 75.25 Gbps. The actual amount to be purchased for the initial term of the contract may be a different quantity to meet Internet needs as of July 1, 2026.
