About this opportunity
The Port of Seattle is requesting bids for International Trash Handling Services at Seattle-Tacoma International Airport under ITB 26-91, with bids due September 17, 2026 at 2:00 p.m. PT. A pre-bid conference and optional site tour are scheduled for August 31, 2026 from 10:00 a.m. to 12:00 p.m. PT, available in-person and virtually. There is no set-aside or preference program for this procurement.
The scope encompasses trash handling operations for international areas at SEA (17801 International Boulevard, SeaTac, Washington). The contractor must obtain and maintain comprehensive insurance coverage: commercial general liability at $2 million per occurrence / $4 million aggregate, automobile liability at $5 million to $10 million per occurrence depending on airport area, and pollution liability at $1 million per occurrence, with the Port named as an additional insured. The contractor is responsible for all costs associated with employee badging, identification credentials, U.S. Customs and Border Protection clearance and bonding, airport security keys, and parking.
The initial contract term is three years, commencing November 14, 2026, with two optional one-year renewal periods available at the Port's sole discretion, extending potential performance through November 13, 2031. Contract compensation is paid according to the bidder's pricing schedule and constitutes total compensation for all services, including profit and general and administrative expenses. The Port reserves the right to adjust service quantities through written amendments. Billing rate adjustments may be considered at the Port's sole discretion upon request at least 60 days before a contract term end, limited to one request per term and capped at a three percent increase based on the Seattle-Tacoma-Bellevue Consumer Price Index.
Award will go to the lowest priced, responsive, and responsible bidder. The Port estimates bid evaluation completion by September 25, 2026, Notice of Intent to Award by October 2, 2026, and contract execution by October 16, 2026. The Port encourages diverse business participation but has no specific aspirational goal for this solicitation. No incumbent is identified.
