About this opportunity

The Wyoming Department of Administration and Information, General Services Division is requesting proposals for interim facility administration and operational review consulting services at the Wyoming Life Resource Center (WLRC) in Lander, Wyoming, with proposals due August 24, 2026 at 2:00 p.m. Mountain Time through the Public Purchase online bidding system. Questions must be submitted by August 10, 2026 at 2:00 p.m. Mountain Time.

The RFP is issued on behalf of the Wyoming Department of Health, Behavioral Health Division. The selected contractor will serve as on-site interim facility administrator with full operational and administrative authority at a dual-licensed Skilled Nursing Facility and Intermediate Care Facility for Individuals with Intellectual Disabilities. The administrator will maintain day-to-day operations, ensure regulatory compliance, optimize facility performance, conduct personnel assessments, implement accountability frameworks, and execute staffing actions. The contractor must be fully on-site at WLRC, assume operational authority on Day 1, provide weekly status reports, and commit to a minimum two-to-four week overlap for knowledge transfer to permanent leadership.

The contractor must present an all-inclusive fixed price with payment structured around individual deliverables upon completion and Agency written acceptance. Minimum qualifications require seven to ten years of progressive executive leadership experience in healthcare facility administration, long-term care, or state-operated residential facilities; a Master's degree in Healthcare Administration, Business Administration, Public Administration, or closely related field is highly preferred.

The contract term is to be negotiated but may be extended multiple times for a total period not to exceed five years, with anticipated work beginning in October 2026. The evaluation uses a 1,200-point scale: proposer background and experience (300 points), staffing and project organization (200 points), project work plan (300 points), approach to contract performance (200 points), value added (100 points), and cost analysis (100 points). The tentative award date is September 2026. All proposals and communications must use the Public Purchase system; the Wyoming Procurement Office will not email, fax, phone, or mail solicitation information.
