About this opportunity
The City of Detroit Office of Contracting and Procurement is announcing a sole-source procurement for aerial imagery services to the Office of the Assessor, with notice of intent due October 2, 2026. Under Detroit City Code Sections 17-5-12(g) and 17-5-154, the city asserts that only one source of supply is available for the required services.
The scope requires aerial pictometry services capturing high-resolution oblique image frames at 1.3 inches ground sample distance (GSD) or better, orthogonal image frames at 0.9 inches GSD or better, and orthomosaic imagery at 1 inch GSD or better. The contractor must integrate with the Office of the Assessor's Computer-Assisted Mass Appraisal (CAMA) system software, specifically BS & A technology, and must deliver change-detection capability to track property modifications over time.
The city asserts sole-source justification under local code authority rather than competitive selection; potential bidders should confirm whether the sole-source determination has been finalized or remains subject to challenge during the notice period.
