About this opportunity

The Michigan Department of Transportation Purchasing Unit issued an intent to award RFP 260000002244 for replaceable cutting edges for snowplow underbody and wing blades supporting winter maintenance on state trunklines, with the award recommendation issued July 14, 2026 and pending State Administrative Board approval if applicable.

MDOT received four proposals by the July 8 deadline. Evaluation was conducted on a pass/fail basis across five mandatory criteria: completion and signature of the Confidential Treatment Form, completion of Vendor Questions, completion of Schedule A, completion of Schedule B, and agreement with Standard Contract Terms. St Regis Culvert Inc was found non-responsive due to unacceptable exceptions to the Standard Contract Terms and Schedule A requirements.

MDOT recommended awards to three responsive and responsible bidders: Chemung Supply Corporation at $1,692,352, Valk Manufacturing Company at $2,495,355.36, and Winter Equipment Company Inc at $1,918,930.98. The contract term is one year with up to four renewal options. Neither award recommendation nor evaluation synopsis indicates the inclusion of any Service-Disabled Veteran Owned Business or Geographically Disadvantaged Business Enterprise among the awardees.

Unsuccessful bidders may request a debriefing with Solicitation Manager Anna Swanson at Swansona1@michigan.gov or 517-230-2063. The RFP was originally posted on SIGMA VSS on June 18, 2026, with a 20-day response period.
