About this opportunity

Washington County is seeking proposals for a provider to operate intensive substance use disorder (SUD) treatment services at the Center for Addictions Triage and Treatment (CATT), located at 17911 NW Evergreen Parkway in Beaverton, Oregon. The Request for Proposal (RFP) requires a qualified organization to deliver comprehensive SUD treatment services in a county-owned building that will undergo extensive renovation. The selected provider must hold a valid Certificate of Approval from the State Addictions and Mental Health Division and demonstrate experience in providing intensive SUD treatment, including dual diagnosis services. Key deliverables include participating in building and program design, implementing clinical services, hiring staff, and delivering culturally responsive, client-centered treatment for low-income community members with limited care access. The RFP was released on April 1, 2022, with proposals due by May 27, 2022, at 3:00 pm, and the initial contract term will be effective through December 31, 2023, with potential renewals extending the contract up to five years.

While no specific set-aside designations were explicitly mentioned, the RFP emphasizes cultural responsiveness and equity in service delivery. The county will provide partial funding for project development, potential start-up money, and a below-market-rate lease arrangement for the selected provider. The estimated annual expenditure is approximately $500,000, with most service funding coming from billing Oregon Health Plan (OHP) and other insurers. Washington County will own and maintain the physical site, and the provider will be required to lease the building. The county may offer additional financial support, including start-up funding and lease subsidies, which will be negotiated with the successful applicant. Insurance requirements are comprehensive, including Commercial General Liability, Automobile Liability, Professional Liability, Workers' Compensation, and additional coverage types like Pollution/Asbestos Liability and Cyber Liability Insurance, with Washington County to be named as an additional insured.
