About this opportunity
Parkrose School District is requesting proposals for Construction Manager/General Contractor services for the Prescott Elementary School Integrated Seismic and Energy Upgrades project in Portland, Oregon, with proposals due August 12, 2026 and a mandatory pre-proposal conference on July 29. The Portland Clean Energy Community Benefits Fund (PCEF) participation targets—30% of hard construction costs by COBID-certified firms and 20% by MBE/WBE/DBE certified firms—are evaluation drivers that will materially affect competitive positioning.
The scope involves structural rehabilitation to achieve "Immediate Occupancy" performance standards per ASCE 41-23, including lateral-system modification and foundation strengthening, combined with envelope upgrades (wall framing, insulation, storefront systems). Work is performed at the school site in Portland with design finalization and Guaranteed Maximum Price (GMP) determination through March 2027 and construction scheduled May through September 2027.
The construction budget is not to exceed $3,077,680. Pricing is structured as Cost of the Work Plus a Fee with a Guaranteed Maximum Price, with cost savings accruing to the Owner upon project completion. The selected contractor must provide 100% Performance and Payment bonds and comprehensive insurance coverage.
Minimum prequalifications are five or more years of continuous experience, completion of at least two comparable projects, current Oregon Construction Contractors Board registration, and bonding capacity up to the full project value. Workforce requirements mandate 20% apprentice utilization, 25% journey-level workers of color, and 30% of apprentice hours performed by people of color. All work must comply with prevailing wage requirements per ORS 279C.800-279C.870, with a minimum family wage equivalent to 180% of applicable minimum wage. Subcontractors must be competitively bid with a minimum of three bids sought for each package. The Parkrose School Board must approve the selected contractor; contract negotiations are anticipated to conclude by September 1, 2026.
