About this opportunity

The Northern Virginia Juvenile Detention Center (NVJDC) has issued a Request for Proposal (RFP) for an integrated security system upgrade to serve the Alexandria City jurisdiction in Virginia. This procurement seeks a comprehensive design and installation of a fully functional, stand-alone integrated security system encompassing software and hardware components, door and mechanical locks, two-way intercom communication, fire control system integration, and camera systems for the facility's control room. Qualified contractors must demonstrate experience in providing similar security system services and possess the capacity to manage all implementation phases including discovery, delivery, configuration/integration, migration, validation, testing, training, go-live, final acceptance, and post-implementation support. Proposals will be evaluated on seven weighted criteria: Offeror's Experience in Providing Similar Services (20 points), System Capabilities (20 points), Pricing (20 points), Approach and Capacity (15 points), Experience of the Project Team (10 points), Project Implementation (10 points), and System Maintenance and Support (5 points). A mandatory pre-proposal conference is scheduled for May 19, 2026, with a possible second conference on May 22, 2026, requiring advance coordination with Devry Jones at DJones@jdcnv.org. Questions must be submitted by June 1, 2026, at 5:00 p.m. EST, and proposals are due June 12, 2026, at 2:00 p.m. Eastern Time, with eight hard copies submitted to 200 South Whiting Street, Alexandria, VA 22304, and electronic submission permitted through the eVA web portal. Proposals remain binding for 180 days following the closing date.

Contractors must maintain multiple insurance policies including Commercial General Liability ($1,000,000 per occurrence), Worker's Compensation ($500,000), Automobile/Motor Vehicle Liability ($2,000,000), and Privacy and Breach of Information Liability insurance. The NVJDC actively encourages participation from small businesses, women-owned businesses, minority-owned businesses, and disabled veteran-owned businesses through subcontracting and partnerships, though no formal set-asides are specified. Pricing must include itemized lump sum costs for all implementation services, labor, equipment, supplies, and travel necessary for system completion and training, along with separate itemized annual pricing for maintenance and support options for the first three years; however, no specific budget range or award value is disclosed in the RFP documentation. Final payment is contingent upon successful completion of a mandatory 60-day acceptance period during which the system must operate without failure and meet all functional requirements. The contract term will be determined through negotiations with the selected contractor, and no incumbent vendor or existing technology infrastructure requiring integration has been identified in the available documentation.
