Integrated Library System (ILS) - HPL

Houston Public Library is requesting proposals for a fully integrated, cloud-hosted Integrated Library System with discovery layer and mobile application, with proposals due November 19, 2026 under RFP-2026-0023. The solution will replace the Library's existing enterprise library management platform.

The scope encompasses software licensing, cloud hosting, implementation, configuration, data migration, staff training, technical support, maintenance, and ongoing software upgrades. A Security Addendum (Attachment D) establishes mandatory security requirements including data encryption, access controls, system vulnerability management, incident response procedures, and regular security audits or assessments as conditions of contract award and ongoing performance. Vendors must demonstrate capability to meet or exceed these security standards.

The RFP document and Security Addendum are available through the BeaconBid platform. Specific details regarding contract term, renewal options, service level agreements, performance requirements, budget amount, pricing terms, incumbent system information, and funding sources are contained within the full RFP documentation accessible through that platform.
