About this opportunity
The School Board of Hillsborough County Public Schools, Tampa, Florida is notifying of intent to award a single/sole source purchase to The Institute for Multi-Sensory Education (IMSE) for training and instructional materials in the Orton-Gillingham methodology and Morphology+ intervention program for elementary Exceptional Student Education teachers, with a seven-business-day challenge period ending April 28, 2026.
This is a sole source procurement (26152-SSD-EST), not a competitive solicitation. Interested vendors may submit evidence of capability to provide equivalent ("like") commodities or services via www.myvendorlink.com within seven calendar days of publication (through April 28, 2026). Clear and convincing documentation of capability to meet or exceed stated requirements is required. Any responses received will be reviewed by the District to determine whether bona-fide competition exists; the General Manager of Procurement Services retains sole discretion to proceed with the single/sole source award or open competition based on response.
The scope consists of copyrighted and manufactured materials exclusive to IMSE for training and classroom instruction: sensory materials, phoneme-grapheme card packs, alphabet strips, practice books, decodable readers, asynchronous courses, web-based teacher tools, and comprehensive educator and student kits for kindergarten through third grade and above. The sole source rationale is IMSE's explicit, systematic, and multisensory skill-based instruction designed for students with foundational decoding and encoding deficits resulting from disabilities including dyslexia.
The training period runs September 2026 through November 2027 (school year 26-27). No contract value or pricing information is disclosed in the notice. A three-business-day protest period follows the posting close (April 28 through May 1, 2026).
