About this opportunity
The Texas Health and Human Services Commission, Procurement and Contracting Services division, is requesting bids on the provision and installation of four air-cooled standby generators with enclosures at the Richmond State Supported Living Center (2100 Preston Street, Richmond, Texas) under IFB HHS0017613, with bids due July 14, 2026 at 10:30 AM and mandatory on-site visits on July 6, 2026 at 10:00 AM and 2:00 PM.
Generators must be Generac or equivalent models rated 24/21 kilowatts, 240 volts single phase, 60 Hz, with automatic transfer switches (100A, 120/240V), composite pads, and batteries. All installation labor—electrical, plumbing, gas runs, and startup testing—must be completed within 30 days of award. Contractors must be located within 120 miles of the facility, provide services Monday through Friday 8:00 AM to 5:00 PM Central Time, and maintain a four-hour response time. Bidders must demonstrate a minimum of four years' relevant experience; assigned personnel must have at least three years' relevant experience. Three verifiable references for similar contracts completed within the last two years are required. HUB subcontracting requirements apply, and all personnel must pass background checks.
Pricing must be submitted on Exhibit C as firm, fixed prices covering all labor, equipment, materials, supplies, and related expenses. The initial contract term runs from award date through August 31, 2026, with one optional one-year extension at HHSC's sole discretion. HHSC reserves the right to award based on best value rather than lowest price. Contractors must maintain comprehensive insurance: workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million). Questions are due July 7, 2026 at 12:00 PM. Responses must include Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), D (Bidder Reference Form), and F (Texas Identification Number application) if applicable. Attendance at one mandatory on-site visit is required for bid eligibility.
