About this opportunity

The Florida Department of State, Division of Administrative Services, is seeking a qualified vendor to procure and install commercial Level 5 ballistic panels (UL 752 rated) at the R.A. Gray Building located at 500 South Bronough Street, Tallahassee, Florida. The ballistic-resistant interior panels will be installed within plaza-level interior windowsills of this historic state-owned building that houses the State Library of Florida, the Florida State Archives, and the Museum of Florida History. Vendors must provide all labor, materials, equipment, supervision, and services necessary to complete the installation work in an actively occupied government office environment with minimal disruption and strict adherence to safety and security protocols. Qualified respondents must demonstrate extensive vendor experience with Level 5 ballistic panel installations in commercial or governmental buildings, present a detailed project approach and timeline for completion by August 15, 2026, and submit a fixed per-unit price proposal for panels approximately four feet by eight-and-one-half feet in size. The evaluation process will award points on a 100-point scale per evaluator, comprising vendor experience (10 points), past performance (10 points), project approach and timeline (40 points), and price proposal (40 points), with the award going to the responsive and responsible vendor offering the best value. Critical dates include a mandatory site visit on April 17, 2026, from 10:00 a.m. to 12:00 p.m. EST, vendor questions due April 21, 2026, at 3:00 p.m. EST, and proposals due April 27, 2026, by 2:00 p.m. EST, with public opening at 3:00 p.m. EST the same day.

The procurement encourages participation from minority-owned, veteran-owned, and woman-owned small business enterprises as both prime contractors and subcontractors, though no specific set-asides or restrictions limit competition to these designations. All contractors must comply with Florida's E-Verify requirements, maintain drug-free workplace programs, register with MyFloridaMarketPlace, obtain Florida business registration, ensure all personnel pass Florida Department of Law Enforcement background checks, and comply with building security protocols. Vendors must certify compliance with multiple Florida Statutes and regulations, including provisions regarding boycott participation, scrutinized company lists, vendor suspension status, and various statutory requirements under sections 287.135 through 287.1351 and additional sections as applicable. The project funding is limited to a maximum budget of $248,000.00, with any price proposals exceeding this amount deemed non-responsive and excluded from evaluation. The resulting contract will be effective from execution through August 15, 2026, with no renewal options permitted, and all payments are contingent upon annual legislative appropriation and availability of applicable funds.
