About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a vendor to install four 400-pound DorMor anchors with accompanying chains at the North Bass Island State Park Marina in Isle St. George, Ohio. The procurement involves purchasing and installing new anchoring equipment, specifically four 400-pound anchors with 22' of 5/8" chain, 15' of 1/2" chain, swivels, shackles, and a spool of sinking line, which will replace existing 10-year-old anchors and chains. The selected vendor will be responsible for complete project execution, including demolition, hauling away old equipment, obtaining necessary permits, and supplying all required materials. Bidders are strongly encouraged to conduct a site visit prior to submission, with contact available through Andrea Tibbles at Andrea.Tibbles@dnr.ohio.gov or (419)764-4365. The contract opportunity is posted on July 8, 2025, with proposals due by July 29, 2025, and a project completion/delivery date of September 5, 2025. Evaluation criteria include being the lowest responsive and responsible bidder, with the lowest apparent bidder required to provide two examples of similar completed projects, including photos and references, and complete a pre-award meeting with DNR staff.

The contract appears to be designated as an MBE (Minority Business Enterprise) set-aside in accordance with Ohio Revised Code 125.081, potentially restricting or providing preference to minority-owned businesses. Contractors must comply with strict requirements, including ensuring all equipment used on-site is free of sediment and debris to minimize invasive species introduction, and using only new timber matting. The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement, with the purchase order valid through June 30, 2026. Additional restrictions include mandatory compliance with Executive Orders prohibiting offshore services and purchasing from Russian institutions, with contractors required to perform all services within the United States. While a specific budget range is not explicitly stated, the project involves specialized marine infrastructure installation. Contractors must also complete an Affirmation and Disclosure Form detailing their service locations, with the state retaining the right to terminate the contract if services are performed outside the United States without a signed waiver.
