INSTALLATION AND SERVICE OF WATER SYSTEMS
The State of New Mexico General Services Department Purchasing Division is requesting sealed bids to establish a statewide price agreement for installation and service of water systems across four geographic zones (Northwest, Northeast, Southwest, and Southeast), with bids due October 27, 2026 at 2:00 p.m. and electronic submission or sealed envelopes through eProNM. This is an on-call, as-needed agreement with no guarantee of minimum work volume. The scope encompasses 160 line items covering installation, diagnostics, electrical work, removals, repairs, parts supply, maintenance, and upgrades for irrigation wells, domestic wells, windmills, solar wells, and water capture systems. Bidders must submit unit pricing for hourly labor rates for supervisors and laborers, mileage rates, and parts discount percentages for each service type and region. Pricing must be all-inclusive hourly rates; contractors are entitled to travel time and mileage for distances exceeding fifty miles from their place of business to jobsites. Bidders may respond for all four zones or individual zones. The price agreement runs one year from award with options to extend for two additional years on a year-to-year basis by mutual agreement, not to exceed three years total. Fixed pricing applies for each contract year, with annual price adjustments at renewal limited to no more than 10 percent increases supported by demonstrable market evidence. Contractors must hold a valid New Mexico Construction Industries Division contractor's license and comply with applicable wage rate determinations from the Department of Workforce Solutions. Public liability insurance with minimum coverage of $100,000 per occurrence for property damage, $300,000 per person for other damages, and $500,000 for all claims per occurrence is mandatory. A 100 percent performance bond and 100 percent payment and material bond are required for projects exceeding $25,000. Workers' compensation insurance is mandatory. All awarded contractors must register with SAM and submit valid W-9 forms. No resident preference applies due to potential federal funding involvement.
