About this opportunity

The State of Maine Division of Purchases is requesting bids for inspection station signs for motor vehicles, trucks, and motorcycles, with bids due July 21, 2008. An in-state vendor preference applies to tie bids; where tie bids occur, preference is given to in-state bidders or those offering Maine-manufactured products and services.

Bidders must submit separate unit prices for each item unless otherwise specified, with all transportation and freight charges prepaid by the contractor. The state reserves the right to reject any or all bids, waive formalities, and make awards on a per-item or grouped basis. Bids must be submitted electronically using prescribed forms to the Division of Purchases office at the Burton M. Cross Building in Augusta, Maine prior to the opening date and time.

Awards will be made to the lowest responsible bidder considering best value to the State, with evaluation factors including quality, conformance to specifications, delivery dates, total cost, and vendor past performance. The State Purchasing Director may extend the contract beyond the initial term, with maximum total contract duration not to exceed three years from the original commencement date. Contractor consent is required for any extension. Cash discounts under 20 days are not considered in award determinations. All hazardous chemical suppliers must provide current Material Safety Data Sheets as mandated by Maine law. The contractor must furnish items exactly as specified, and the state reserves the right to increase or decrease ordered quantities by up to 10 percent. Contract assignment or subletting is prohibited without written consent from the Director. The State is exempt from federal and Maine sales and use taxes.
