About this opportunity
The State of Maine Division of Purchases is soliciting bids for inspection station signs for motor vehicles, trucks, and motorcycles, with bids due July 23, 2008. A local-vendor preference applies to in-state bidders or those offering Maine-produced commodities.
The scope covers inspection station signage meeting motor vehicle, truck, and motorcycle regulatory requirements. Trade name specifications include an implied "or approved equal" clause permitting alternative products of equivalent quality and performance.
The contract carries a base performance period with optional extension by mutual consent between the State Purchasing Director and the contractor, subject to a three-year maximum total contract duration. Vendor past performance is an evaluation factor in award decisions. The State reserves the right to reject any or all bids and award to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery date, and total cost.
Bids must include separate unit prices for each item delivered to destination with all applicable discounts included and must be submitted electronically prior to opening. Transportation charges must be prepaid by the contractor unless otherwise specified. Bidders must specify payment terms and cash discounts; discounts under 20 days are not considered in award decisions, and bids with terms of "less than 25 net" will not be considered unless in the State's best interest. Maine sales and use tax and Federal tax on articles not for resale must be excluded from quotes. The State may increase or decrease quantities by up to 10 percent and may procure from alternative sources if the contractor defaults, with any excess costs charged to the contractor.
