About this opportunity
The County of Orange, OC Waste & Recycling is soliciting competitive bids for inspection, repair, testing, and maintenance services of fuel dispensing systems at three county landfills: Olinda Alpha Landfill in Brea, Frank R. Bowerman Landfill in Irvine, and Prima Deshecha Landfill in San Juan Capistrano. The procurement seeks a contractor to provide comprehensive services for three types of fuel tanks: 1,000-gallon gasoline tanks with pumping capability, 10,000-gallon diesel tanks, and 12,000-gallon diesel tanks, including preventive maintenance, annual inspections, and emergency repairs. Required services include CARB and AQMD compliance testing, standing loss vent services, and Phase I EVR component inspections, with availability Monday through Saturday from 6:00 a.m. to 6:00 p.m., excluding county holidays. Bidders must submit itemized pricing for parts, inspection fees, testing fees, and labor rates, with all replacement parts required to be new and carry a one-year warranty. The evaluation criteria will focus on the lowest responsive, responsible bidder, with bids valid for 365 days following the closing date. Key deadlines include a January 19, 2026, 2:00 p.m. deadline for questions and a January 27, 2026, 2:00 p.m. deadline for bid submissions.
The procurement includes preference opportunities for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certifications, offering a five percent bid price reduction for each certification and up to an eight percent reduction for businesses certified in both categories, subject to a maximum $100,000 preference deduction. Bidders must possess a valid D-U-N-S number, Unique Entity Identifier (UEI) number, and an active California State Contractor's License, and must submit references from at least three prior clients. The successful contractor will be required to provide Certificates of Insurance with additional insured endorsements and execute a W-9 or 587/590 Form within seven days of notification. The contract will have an initial one-year term beginning April 9, 2026, with options for four additional one-year renewals by mutual agreement. While specific budget ranges are not explicitly stated, the comprehensive service requirements and multiple landfill locations suggest a potentially substantial contract value. The procurement allows for utilization by other Orange County departments and governmental entities under a cooperative program, with a 2 percent administrative rebate on total sales to be paid to the County.
