About this opportunity

The City of Philadelphia is requesting quotes on a 12-inch diameter deluxe inspection mirror with a convex acrylic design, 160-degree field of view, and 2-inch molded rubber casters, with quotes due September 23, 2026. This is a micro purchase with a maximum contract value of $45,000 (adjusted annually by CPI-U), to be awarded as a whole or by line item to the lowest responsive and responsible bidder.

The mirror must feature high-impact polystyrene back construction, a flashlight holder, and be suitable for indoor and outdoor inspection applications under vehicles, machinery, and hard-to-access areas. The product must be new and commercially available; U-Line H-6675 is listed as a reference product, with equivalent products acceptable if they meet or exceed all specified requirements.

Sellers must quote all items to be eligible for award. The contract term is 365 days from the effective date in PHLContracts, with automatic termination at conclusion. All terms and prices are valid for 60 days from submission date or throughout the contract term. Delivery is FOB Destination Point at quoted prices, with payment due following City approval of invoices and supporting documentation. Products must not be delivered or provided until formal notification from the department.

Quotes must be submitted electronically through PHLContracts by an authorized representative with a signed Consent and Authorization Agreement on file prior to bid closing. Late quotes will not be considered unless they are the only response and it is in the City's best interest to accept them. All pricing must be quoted net of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.

The successful seller must procure Workers' Compensation insurance at statutory limits, General Liability at $500,000 per occurrence, and Automobile Liability at $300,000 per occurrence, naming the City as an additional insured. Sellers must comply with all applicable laws, nondiscrimination provisions, tax requirements, ethics requirements, and must not be indebted to the City for delinquent taxes or other debts without an established payment plan. A voluntary LGBTQ Applicant Opportunity Data collection form is available.
