The City applies a local-business discount (5% for bids up to $500,000; 3% for bids $500,000–$50 million) and a small-business discount (5% for prime bids up to $500,000; 3% above $500,000–$50 million), with an additional 2–3% discount for small-business subcontractors totaling at least 5% of offer value.

All testing occurs on City property at designated fleet service centers. Contractor personnel must have security badge access to the Austin Fleet Mobility Services building; the City retains the right to deny access for reasonable cause. The contract is subject to the City's Living Wage Program and Wage Theft Ordinance requirements, and the contractor must carry insurance as specified in contract attachments.
Pricing is fixed unit price, firm for the first twelve calendar months; after the anniversary date, either party may request adjustment not to exceed the Consumer Price Index percentage change for Services. The contract carries indefinite quantities, and the City may terminate without cause upon 30 days' written notice.
A non-mandatory pre-offer meeting is scheduled for October 5, 2026 at 10:00 a.m. CT via Microsoft Teams. Written questions are due October 12, 2026 at 2:00 p.m. CT. The City will evaluate bids using best-value competition with the stated discounts applied.
