About this opportunity
Stephens County, Georgia, is seeking bids for a comprehensive park improvement project through the INODIC Grant 2025-003, targeting two primary recreational facilities: Volunteer Park and Ambucs Park. The procurement involves extensive upgrades to youth sports infrastructure, including regrading and reconfiguring football and softball fields, constructing new concession and restroom buildings, and installing various amenities such as walkways, bleachers, batting cages, dugouts, and lighting systems. Bidders must possess a current Georgia Contractor License and demonstrate sufficient bonding capacity. The project requires sealed proposals to be submitted by 2:00 PM on February 4, 2025, with a non-mandatory pre-bid meeting scheduled for January 14, 2025, at 2:00 PM. The contract allows 335 days for substantial completion and 365 days for final completion, with bidding documents available from Paragon Consulting Group for a non-refundable fee of $500 for hard copies or $75 for digital versions. Contractors must provide a 5% bid bond with their proposal, and all bids will remain valid for 90 days after opening.
The procurement opportunity emphasizes opportunities for disadvantaged business enterprises and includes Title VI Civil Rights Act compliance requirements. Bidders must submit documentation from a surety company verifying bonding capacity, and the winning contractor will be required to provide performance and payment bonds covering 110% of the contract amount. While no specific incumbent vendors are mentioned, the project involves significant infrastructure improvements at two existing recreational facilities. Performance bonds and detailed licensing requirements suggest the county is seeking experienced, qualified contractors with demonstrable capabilities in municipal park development and renovation. Though a specific budget range is not explicitly stated, the comprehensive nature of the improvements at both Volunteer Park and Ambucs Park indicates a substantial investment in local recreational infrastructure. The project's scope includes detailed site modifications such as regrading sports fields, constructing new buildings, installing modern amenities, and improving accessibility, which suggests a potentially significant contract value.
