About this opportunity

Pinal County, Arizona's Office of Budget and Finance Purchasing Division has issued a Request for Proposal (RFP) seeking a qualified consultant to provide non-clinical, strengths-based behavioral coaching services at the Pinal County Adult Detention Center (PCADC). The primary deliverable is comprehensive behavioral coaching for adult male pre-release participants in the AGAVE Pod (Assist, Guide, Advocate, Vitalize and Empower), a 90-day reentry program designed to support safe and successful community reintegration. The consultant will deliver individualized coaching sessions, group or peer-based sessions, flexible curriculum materials, and comprehensive documentation and reporting, with services targeting a population of 8 to 25 participants. Key objectives include supporting participants in developing pro-social behavior, increasing self-awareness, and building practical skills for transitioning from custody to the community, while complementing existing detention center programming, case management, and clinical behavioral health services. Mandatory qualifications include demonstrated experience with justice-involved populations, behavioral coaching expertise, trauma-informed and person-first service delivery practices, operational capacity in secure detention environments, and professional references. The RFP timeline includes a deadline for submitting questions by April 16, 2026 at 3:00 p.m. MST, with proposal responses due electronically through the Bonfire Purchasing System by April 30, 2026 at 2:00 p.m. MST. Potential interviews are scheduled for May 2026, with a Notice of Intent to Award expected in May 2026 and contract award on or about June 3, 2026.

The contract does not appear to include specific set-aside designations for disadvantaged enterprises, though consultants must meet comprehensive operational and compliance requirements including maintenance of a local office within 150 miles of Pinal County, CJIS background checks for all employees, workers' compensation insurance with statutory limits, commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance of $1,000,000 combined single limit. Services will be delivered on-site in the common area of inmate pods, Monday through Friday during regular business hours, with sessions scheduled on a bi-weekly basis for 1-2 hours each. The initial contract term runs from June 3, 2026 through June 2, 2027, with the County holding the option to renew for four additional one-year periods at its sole discretion. The budget for this project is estimated between $20,000 and $50,000 per fiscal year, with compensation structured as hourly rates established by the consultant and invoiced monthly for services actually delivered. Funding is contingent upon appropriation under Arizona Revised Statutes 35-190, and the contract will automatically terminate on July 1st of any fiscal year for which funds are not appropriated.

Opportunity text

Pinal County Adult Detention Center (PCADC) is committed to supporting safe and successful reentry for individuals transitioning from detention to the community. The purpose of this solicitation is to enter into a term contract with a qualified Consultant that can provide behavioral coaching services for participants housed in the AGAVE Pod (Assist, Guide, Advocate, Vitalize and Empower). Participants are an adult male pre-release population within a secure detention setting; the population is typically a minimum of 8 with a maximum of 25. AGAVE is built to run as a 90-day program. This can vary depending on their court proceedings as they may be released before they make it to 90 days, but curriculum should be built based on the 90 days. The requested services consist of non-clinical, strengths-based behavioral coaching that support participants in developing pro-social behavior, increasing self-awareness, and building practical skills to navigate the transition from custody into the community. Behavioral coaching services are intended to complement, and not replace, existing detention center programming, case management, or any clinical behavioral health services.
