About this opportunity
Greenville County, South Carolina is seeking a licensed barber to provide inmate barber services at the County Detention Center through Request for Proposal #22100. The selected vendor must be licensed through South Carolina License, Labor and Regulation (SCLLR) or an equivalent state agency, with a minimum of 2 years of experience providing barber services in a licensed shop. The contractor will be required to perform at least 20 inmate barber services per week, including standard haircuts priced at $10 and beard trims at $8. Specific deliverables include providing professional grooming services within a correctional environment, with the detention center previously providing necessary equipment. The proposal was issued on April 22, 2022, with submissions due by May 17, 2022, at 3:00 pm, and a mandatory pre-proposal meeting was held on April 29, 2022, at 10:30 am at the detention center. The evaluation will be based on five equally weighted criteria: vendor's experience, certification requirements, past performance, weekly availability, and ability to meet the county's pricing structure.
There are no specific set-aside designations mentioned for this contract opportunity. Vendors will be required to submit at least three customer references and comply with safety regulations, background checks, and prison rape elimination act (PREA) requirements. The potential contract includes provisions for up to four annual renewals, with a sample services agreement outlining standard terms including insurance requirements of $1,000,000 for General Liability and Automobile Liability. While a specific contract value is not explicitly stated, the pricing structure suggests a potential annual value based on the minimum 20 services per week at $10 per haircut and $8 per beard trim. Contractors must be prepared to undergo background screening and maintain compliance with correctional facility regulations. The county reserves the right to terminate the contract for convenience with 30 days' written notice, providing flexibility in the service arrangement.
