About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources, issued Request for Bid (RFB) 758 2100000562 for the procurement of five infrared night vision monocular devices to support bat research in caves. The solicitation seeks equipment meeting specific technical requirements including ATN PVS14-4 units or approved equivalents with unfilmed/filmless technology, autogated technology, manual gain control, built-in IR illuminator, minimum Gen3 rating, white phosphor technology, waterproof rating to at least ten feet depth, carrying case, headgear, and a minimum five-year warranty with a Figure of Merit (FOM) of at least 1200 at the low end of the range. The RFB was released on April 1, 2021, with written questions due by April 8, 2021 at 10:00 AM ET and bids due by April 15, 2021 at 1:30 PM ET, with delivery required by May 31, 2021. Award will be made on a best value basis with price weighted at 100 points as the sole scoring criterion, while delivery by May 31, 2021 and a minimum five-year warranty are pass/fail requirements. Electronic bid submission through the Commonwealth eProcurement system is mandatory, and all bidders must be registered in the vendor self-service system with completed required documentation including Kentucky Tax Registration and applicable affidavits prior to contract award. All pricing must be submitted on the required Bid Sheet with unit prices and total prices exclusive of federal excise tax and Kentucky sales or use tax, with the vendor responsible for all delivery fees on an FOB Destination Freight Prepaid and Allowed basis.
No formal set-asides are designated for this solicitation; however, Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with disabilities may receive preference points equal to fifteen to twenty percent of maximum available points. Vendors proposing alternate brands or specifications must submit sufficient descriptive literature to verify equivalency, with failure to provide adequate documentation resulting in a non-responsive bid determination. A one percent daily penalty will be deducted from invoices for each day delivery is delayed beyond the May 31, 2021 contracted due date. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding. No incumbent vendor or current contractor information is identified in the solicitation documents. The specific budget or award value for this procurement is not disclosed in the available documentation, though inquiries regarding the solicitation may be directed to Keith Srutowski at 502-564-7007.
