About this opportunity

The State of Florida, through the Florida School for the Deaf and the Blind (FSDB), had originally issued a Competitive Solicitation, RFP-23-108, for cabling services including television, telephone, communication, fiber optic, and voice/data/video wiring. After advertising the solicitation, FSDB received less than two responsive bids. Pursuant to Florida Statutes, FSDB has elected to withdraw and cancel the solicitation, and will instead negotiate the best terms and conditions directly with a vendor in the best interest of the State of Florida and FSDB. This decision was made due to the time and resource constraints of conducting another competitive bid process, as well as the need to complete the project with minimal disruption to student services and FSDB's operations.

The withdrawal and cancellation of RFP-23-108 applies to the state of Florida and the local jurisdictions of St. Johns County and Plant City. No set-aside designations or restrictions on the types of organizations that can respond were provided. Additionally, no information was given regarding any listed incumbent vendors, current contractors, or existing infrastructure and technology that would require integration. Likewise, no possible award values or budget ranges were specified in the Informational Notice.

PUBLIC ANNOUNCEMENT FOR WITHDRAWAL-CANCELLATION OF RFP-23-108 Cabling Services

Section 2.26 of the Solicitation Document enumerates FSDB's Reserved Rights. Specifically, 2.26.2 reserves the right to reject all replies at any time, including after an award is made when doing wo would be in the best interest of the State of Florida, and by doing so, assumes no liability to any Vendor. Section 2.26.1 reserves the right to withdraw the solicitation at any time, including after an award is made when doing so would be in the best interest of the State of Florida, and by doing so, assumes no liability to any Vendor.

Additionally, Florida Statutes § 287.057(6) provides that if less than two responsive bids or proposals are received in response to a solicitation, the Agency may negotiate the best terms and conditions in the "best interest of the state" in lieu of re-soliciting the service.

After advertising the Competitive Solicitation package referenced above, we received less than two responses to the solicitation announcement. Because it is time and resource intensive to conduct a competitive bid process and we have already conducted that process, to re-solicit this project with the same specifications and requirements would require the same amount of resources and time and would likely yield the same result - receiving less than two responses. Moreover, due to the time requirements of completing the project with minimal disruption to student services and the business of FSDB, it is determined that it is in the best interest of the State of Florida and Florida School for the Deaf and the Blind to negotiate the best terms and conditions for the provision of the products/services specified in the referenced solicitation, which is hereby withdrawn/cancelled.

At this time, it has been determined that it is in the best interest of the State of Florida and FSDB to withdraw/cancel the subject solicitation.
