About this opportunity

Cuyahoga County Department of Public Works is requesting proposals for floor mat rental and related services across approximately 23 County facilities under Informal RFP #7109, with proposals due July 31, 2026 at 11:00 a.m. No set-asides or diversity requirements apply. An optional pre-proposal conference is scheduled for July 17, 2026 at 11:00 a.m. via conference call.

The scope encompasses floor mat delivery, replacement, cleaning, and maintenance on a regular basis at multiple County locations including administrative buildings, the courthouse, animal shelter, airport, and jail facilities. Mats must meet specified technical requirements: Nitrel rubber backing, nylon twist pile with 1500 lb. tensile strength, static control conductive fibers, and resistance measurements of 2.0 × 10 OHMS. Service frequency varies by location between 26 and 52 deliveries annually. Vendors must provide new mats upon contract implementation, conduct simultaneous pickup and delivery of soiled and replacement mats, and maintain mats in excellent condition free of wear and stains.

The contract term is three years from County Board of Control approval with no renewal options. The contract value ceiling is $200,000. All pricing must be submitted on a firm, fixed, and unchanged basis for at least 90 days on an F.O.B. Destination basis, with no additional charges, billing fees, or price increases permitted beyond those identified in the proposal. Vendors must complete all line items on the provided pricing sheet; the award will not be split among multiple vendors.

Evaluation criteria are scope of work (15 points), product delivery and building access (10 points), vendor and staff qualifications and customer service (30 points), pricing (30 points), invoicing and reporting capabilities (10 points), and terms and conditions compliance (5 points). Vendors must provide three references for similar projects, disclose any contract terminations for non-performance within the past five years, and carry commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate. Proposals must include a cover letter, table of contents, and mat samples at bid opening.
