About this opportunity
The City of Philadelphia is requesting quotes on infield mix under a micro purchase requirements contract with quotes due August 24, 2026. This is a lowest-responsive-and-responsible-bidder procurement to be awarded as a whole or by line item at the City's discretion; sellers must quote all items to be eligible for award.
Delivery is required to six Parks and Recreation sites across Philadelphia's districts: Krewstown Stables (District #1), Bristol Street Maintenance Shop (District #2), Frankford Boat Launch (District #3), Wissahickon Maintenance Shop (District #4), Recycling Center (District #5), and FDR Park Maintenance Area (Districts #7 and #8). Each location has designated primary and alternate contacts for coordination.
The contract term is 365 days from the effective date. The maximum contract value is less than $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. As a requirements contract, the City retains sole discretion to order any quantity during the term, including zero. Prices must be net and exclusive of taxes. All products are FOB Destination Point, and payment is due only after City approval and invoice receipt.
Sellers must maintain workers' compensation insurance at statutory limits and general liability insurance with a minimum $500,000 per occurrence limit. No delivery or service performance may commence until official department notification via purchase order.
Submission requires completion of the PHLContracts portal, including mandatory questions, terms and conditions acceptance, and an executed Consent & Authorization form in the vendor profile or attached to the quote. Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary. The City reserves the right to reject all quotes, accept multiple sellers, or accept select items only. LBE Program certification does not apply to this micro purchase.
