About this opportunity
The Missouri Department of Corrections is requesting bids for comprehensive infant healthcare services at the Women's Eastern Reception, Diagnostic and Correctional Center in Vandalia, Missouri, under IFB DOC-FY25-0012-SL, with bids due January 16, 2025 at 2:00 p.m. Central Time.
The scope covers diagnosis, treatment, preventative care, coordination of care, and health maintenance for infants from birth through 18 months whose mothers are incarcerated in the facility's nursery program. The contractor may deliver services on-site at WERDCC or at a medical office within a 40-mile radius. Services include establishing a 24/7 triage and non-emergency phone line, maintaining detailed infant health records in electronic and paper formats, and providing all necessary equipment, supplies, computer equipment, and software not provided by the Department. The contractor must be fully operational by January 15, 2025, and must complete required orientation and training at the Central Region Training Center in Jefferson City. Bidders must hold at least two years of related experience in pediatric healthcare services and comply with all Missouri licensure regulations. All medications and pharmaceutical costs are the contractor's responsibility. The contractor must obtain adequate liability insurance including general liability and professional liability with the State of Missouri named as an additional insured, comply with HIPAA as a Business Associate, and ensure personnel pass Department-conducted background checks equivalent to those required for Department employees.
The contract period runs from the date of award through one year, with the Department holding options to renew for two additional one-year periods. Payment terms are Net 45. The state will serve as payor of last resort; the contractor must bill Medicaid, other government funding sources, and private third-party payers first, with monthly invoices payable within 30 calendar days. An on-site facility inspection is mandatory unless the vendor is currently under contract or has provided services within the past six months. A facility tour is available at 1101 East Highway 54, Vandalia, Missouri. Bids are evaluated using multiattribute scoring methodology.
