About this opportunity
The City of Durham, North Carolina Department of Transportation is requesting bids on on-call inductive loop pavement marking services, with sealed bids due October 15, 2026 at 1:00 p.m. at 101 City Hall Plaza, Durham, NC 27701. A presubmittal meeting is scheduled for October 6, 2026 at 1:00 p.m. via Microsoft Teams.
The scope consists of installing inductive loop sawcuts at 3,800 linear feet at various locations throughout Durham, with work conforming to the North Carolina Department of Transportation Standard Specifications for Roads and Structures, January 2024. Contractors must be prequalified with NCDOT in their specific discipline. While North Carolina General Statutes Chapter 87 applies, the City does not require a general contractor's license for this specialty-classified work. Contractors must hold IMSA Level II Certification for traffic signal cabinet work and IMSA Work Zone Safety Certification.
Compensation is based on unit pricing per linear foot of inductive loop sawcut. The contract runs one year from Notice to Proceed with two optional one-year renewal periods at the City's sole discretion; unit prices for renewal options automatically increase 2 percent, rounded to the nearest tenth-dollar, over the previous period. Work is funded locally and restricted to daylight hours on weekdays, with lane closures prohibited between 6:00–9:00 a.m. and 4:00–7:00 p.m. on weekdays. Liquidated damages are assessed at $600 per calendar day for failure to meet the completion date.
Contractors must maintain commercial general liability insurance with combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000, and workers' compensation insurance with employer liability limits of $1,000,000. Performance and payment bonds are required if the contract exceeds $500,000. Bidders must submit a non-collusion affidavit and contract safety record information with their bids.
