Deliverables must include detailed reports with recommendations for costing methodologies and bound and electronic copies of allocation plans and cost rate proposals for the Department of City Planning and Community Development. All working papers and reports must be retained for a minimum of three years and made available to the U.S. Department of Housing and Urban Development, the General Accounting Office, and other authorized parties.

Evaluation uses weighted scoring: firm qualifications and experience (15%), project team qualifications (15%), project approach and plan (30%), cost proposal (30%), and the 10% MBE/WBE/veteran/LGBTQIA+ good faith effort credit. Contract term is three years plus two optional one-year renewals, with anticipated award in September or October 2026. Prevailing wage requirements apply. A non-mandatory pre-proposal meeting is scheduled for August 14, 2026; written questions are due August 28, 2026 at 5:00 p.m. Proposals must be submitted electronically through the City's e-Procurement Portal and remain firm for 120 days from submission.
