About this opportunity

The Pennsylvania Department of General Services Capital Programs is seeking professional services for a comprehensive feasibility study and potential subsequent design phase for Indiana University's College of Osteopathic Medicine & Health Science Cluster Addition/Renovations located at 1010 Oakland Avenue in Indiana, PA. The project involves exploring multiple options to support the university's program plan, specifically targeting compliance with the American Osteopathic Association's Commission on Osteopathic College Accreditation (COCA) requirements and developing a curriculum and infrastructure for medical education. Key deliverables include a detailed feasibility study that will examine potential approaches to creating a transformational modern medical education building, with an emphasis on integrating osteopathic principles, multi-disciplinary learning teams, and holistic care principles. Interested professionals must submit their applications electronically through the e-Builder bidding portal by Tuesday, July 16, 2024, at 4:30 PM. A Professional Selections Meeting is scheduled for Wednesday, August 14, 2024, at 10:00 AM, which can be accessed online or via phone conference. All applicants are required to create a user profile in e-Builder and maintain a current, active Vendor/SAP Number.

While the procurement identifies Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation opportunities, the current goals for both SDB and VBE participation are set at 0%. However, applicants are encouraged to retain SDB/VBE consultants who could potentially continue into the design phase. The Department of General Services suggests that subsequent improvement projects will likely establish specific SDB and VBE participation requirements. Professionals must either agree to meet all participation goals or demonstrate good faith efforts toward meeting these goals. The construction cost for the project is currently to be determined (TBD), which suggests flexibility in the potential project scope and budget. Project documents, including the Application and Project Development Study (PDS), can be downloaded from the e-Builder solicitation file, with technical support available via email at support@e-builder.net or by phone at 1-888-288-5717. Due to technical constraints, the project must be viewed using a Windows PC, and mobile devices are not supported.
