About this opportunity

Collier County Growth Management's Building Review & Permitting Division is conducting a competitive procurement through its Quick Quotes process to engage an independent consultant to conduct third-party reviews of fire permit applications. The County seeks a qualified vendor to review thirty-two (32) outstanding fire permit applications and associated plans in accordance with applicable Florida Building and Fire codes, including the Florida Fire Prevention Code (FFPC) and National Fire Protection Association (NFPA) standards. The vendor's primary deliverable is written review comments identifying deficiencies, required corrections, and suggested approval conditions for each permit under examination. To be eligible, prospective vendors must possess Florida Fire Plans Examiner certification and demonstrate experience performing fire plan reviews for municipal or county agencies. Interested parties may attend a non-mandatory pre-bid meeting on April 15, 2026, at 3:00 PM via WebEx, with written questions due by April 20, 2026, at 5:00 PM. All responses must be submitted by April 22, 2026, at 5:00 PM through the County's online bidding system at https://procurement.opengov.com/portal/collier-county-fl. Award will be made to the responsive vendor offering the lowest unit cost per permit review based on fixed pricing that remains firm for the contract duration. Vendors must submit proof of Florida business registration through SunBiz, active E-Verify enrollment, W-9 forms, and all required professional licenses with their bids.

The procurement carries no identified set-asides for disadvantaged enterprises or restrictions limiting organizational types eligible to respond. All vendors must comply with standard Collier County requirements, including maintenance of workers' compensation insurance at statutory Florida limits, employer's liability coverage of $100,000, commercial general liability of $500,000 per occurrence with $1,000,000 aggregate, and professional liability coverage of $1,000,000 per claim and aggregate. The County must be named as an additional insured on applicable liability policies, and vendors must provide proof of insurance within five days of award notification. Vendors must accept the County's standard Purchase Order Terms and Conditions without exceptions, surcharges, or alternative contract provisions, and must acknowledge that goods and services are FOB destination with risk of loss transferring upon delivery. No performance bond or bid bond is required for this procurement. No specific budget or award value range has been published; pricing will be determined competitively based on the unit cost quotations submitted by responsive bidders.
