About this opportunity
The Town of Manchester, Connecticut is seeking an Independent Commissioning Services contractor for on-call commissioning authority services targeting municipal buildings as part of future capital improvement projects focused on energy efficiency and HVAC system upgrades. The procurement is specifically for Hartford County and requires a Commissioning Authority (CXA) who is a registered Professional Engineer in Connecticut with a minimum of five years of commissioning experience. Qualified respondents must have served as the principal commissioning authority for at least three High Performance Building Construction Standards (HPBS) or LEED Silver Building Projects within the past five years. The solicitation requires detailed documentation of commissioning task experience, including project specifics, building types, and comprehensive owner contact information. Key proposal submission dates include a question submission deadline of January 8, 2026, at 12:00 a.m., with final proposals due electronically via the Town's e-Procurement Portal by January 14, 2026, at 11:00 a.m. The contract term will extend from the award date through March 31, 2028, with potential annual extensions for up to four additional one-year periods, subject to mutual agreement.
While no specific incumbent vendors are identified, the solicitation includes several organizational restrictions and requirements. Bidders must complete a Living Wage Certification form, with potential exemptions for organizations employing fewer than 25 eligible employees, having annual contract values below $25,000, or qualifying as certain types of nonprofit entities. The Town applies a Living Wage Ordinance requiring $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour without such benefits. Contractors must maintain comprehensive insurance coverage, including $1,000,000 in Commercial General Liability, Automobile Liability, and Professional Liability insurance, with the Town named as an additional insured. Although no specific project value or budget range is currently defined, as this is an on-call contract with no immediately funded projects, proposals will be evaluated on a pass/fail basis with cost considered as only one evaluation factor. The solicitation emphasizes that while no current funded projects exist, the Town anticipates future commissioning needs for planned capital improvement initiatives.
