The Iowa Department of Administrative Services (DAS) is soliciting design services through a Request for Proposals for the complete tear-off and roof replacement of the Infirmary building at the Independence Mental Health Institute. The project encompasses removal and replacement of roofing materials consisting primarily of asphalt shingles with portions of EPDM flat roof, along with evaluation and potential repair of existing gutters and downspouts. Design deliverables include 50% construction documents due June 26, 2026, 95% construction documents due July 17, 2026, and 100% construction documents due July 24, 2026, with construction anticipated to occur from October 2026 through June 2027 and project closeout in July through August 2027. The RFP was posted April 17, 2026, with a non-mandatory pre-proposal conference scheduled for May 1, 2026, at 10:00 am in Independence, Iowa; questions and clarifications must be submitted by May 5, 2026, at 10:00 am; and proposals are due May 12, 2026, at 2:00 pm. Proposers must be registered with the Iowa Secretary of State (unless sole proprietorships or general partnerships) and must include a licensed engineer, landscape architect, or architect per Iowa Code Chapter 26. The contract will be based on a modified ConsensusDocs 803 form, and pricing must be submitted as a lump sum fee inclusive of all reimbursables, broken down by construction documents, bidding/negotiation assistance, and construction phase services, with hourly rates and anticipated hours for all assigned personnel. The Selection Committee will evaluate proposals based on qualifications and experience of assigned staff, firm capabilities and financial stability, approach and proposed methods, proposed schedule alignment with state needs, and stipulated fees. Required site visits include nine in-person visits and six virtual visits at various project phases, plus a unit price per construction inspection visit for any visits beyond those specified.

The RFP does not establish restrictions based on disadvantaged enterprise designations and does not contain explicit set-asides for specific organization types. Story Construction has been engaged as the Construction Manager to serve as advisor to DAS and to assist in contract administration. Professional liability insurance of $2 million is required. Proposals must not exceed 10 MB in file size and are limited to thirty pages or less, excluding dividers, cover page, and resumes. Proposals will remain firm for 120 days following the submission deadline of May 12, 2026. No award value or budget range is specified in the procurement documents; however, the contract anticipated execution is the week of May 22, 2026, with design kick-off the week of May 29, 2026.
