About this opportunity
The Metropolitan Transportation Authority (MTA), acting through MTA Construction and Development Company, is seeking to retain multiple New York State–certified Minority and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) to provide Design Services and Construction Management and Inspection Services under an Indefinite Quantity Discretionary Series contract, with proposals due December 15, 2026. MWBE and SDVOB certification is a hard eligibility requirement, not a preference or participation goal.
The scope covers design and construction management and inspection services across all phases of State and Local funded construction and security projects for the MTA and its affiliated agencies. Project facility types include tunnels, bridges, terminals and stations, rail and bus operation and maintenance facilities, office buildings, and communication, power and signal infrastructure. Consultants awarded Task Orders will collaborate with MTA Project personnel and support staff, provide management advice on all Task Order services, and support Project goals of quality, value, on-time delivery, and budget adherence. Consultants are expected to anticipate problems and delays, minimize schedule and budget impacts, mitigate claims-generating circumstances, resolve conflicts promptly, and keep MTA informed of potential disputes and Project delays.
Services are performed at MTA facility locations throughout the MTA service area. Individual Task Orders will be solicited and awarded under the Task Order Process set forth in the Contract Documents; each Task Order incorporates the master contract terms and conditions. No contract value, incumbent, or specific evaluation criteria are identified in the solicitation notice.
