About this opportunity
The North Carolina Department of Transportation, Highway Division 1, is soliciting sealed bids for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for incidental concrete installation and repairs in District 2 Counties (Bertie, Hertford, and Northampton Counties), with bids due August 19, 2026, at 2:00 PM at the NCDOT Division Office in Edenton. This is a Small Business Enterprise (SBE) set-aside contract requiring current NCDOT SBE certification; only SBE-certified contractors listed in the NCDOT Directory of Transportation Firms are eligible for award.
The scope encompasses all materials, machinery, tools, and labor for concrete installation, maintenance, repair, and removal work on an as-needed basis across various routes within the three-county service area. Work orders will be assigned individually by the Engineer throughout the contract period. Mobilization is paid on a per-county basis for each work order assignment.
The contract carries an annual limit of $1 million per year. The initial term runs through October 31, 2027, with options for two additional one-year renewals (three years maximum). Upon renewal, the Department may adjust compensation using the Consumer Price Index (CPI-U) for All Urban Consumers, retaining the right to cancel if adjustments exceed ten percent. Liquidated damages range from $100 per day for projects valued $0–$100,000 to $850 per day for projects valued $1 million–$2 million. The contract includes fuel price adjustment provisions for diesel and asphalt items using a base index of $3.3565 per gallon for diesel #2 fuel and $765.63 per ton for asphalt binder.
Eligible SBE contractors must have an annual gross income limit of $1.5 million or less (exclusive of materials). North Carolina General Contractor's License and Contract Performance & Payment Bonds are waived. No minimum quantities are guaranteed, and NCDOT reserves the right to execute multiple contracts or reject all bids.
