About this opportunity
The County of Los Angeles Department of Children and Family Services is soliciting proposals for a contract to provide Incarcerated Parents Services Program services under Work Order Solicitation WOS #26-0023, with proposals due September 25, 2026. One contract will be awarded.
The program's scope is to facilitate and monitor family bonding time between children and incarcerated parents or legal guardians, in conjunction with DCFS case plans and Dependency Court orders. The primary focus is enabling continued contact and strengthening family connections during parental incarceration across Los Angeles County. Proposers must demonstrate organizational capacity, relevant experience in family services or work with incarcerated populations, and ability to provide culturally competent services that support dependency court compliance and child welfare outcomes.
The solicitation documents indicate that preference consideration may apply to local vendors, small businesses, and nonprofit organizations, as evidenced by the attached Request for Preference Consideration document. Jewish Family Services of Los Angeles (JSSMA) has submitted a preference-consideration request as part of its proposal, positioning the organization to leverage applicable Los Angeles County preference policies during evaluation and award.
Proposals must include a cost proposal detailing staffing, program operations, and direct service delivery expenses; organizational qualifications and relevant experience; service delivery methodology and performance metrics; disclosure of pending litigations and judgments; and compliance with detailed program standards outlined in the sample work order and accompanying exhibits. The solicitation package includes a work-order template with Exhibits A through E establishing service delivery standards, staffing requirements, and reporting procedures that successful bidders must follow upon contract award.
