About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, acting on behalf of the Department of Public Safety, is requesting quotations for digital in-car video camera systems for law enforcement and emergency vehicle use, with quotations due February 13, 2017 at 2:00 p.m. Eastern Standard Time via AdvantageME/Vendor Self Service.
The scope requires high-definition in-car video systems with dual-drive architecture, multiple camera support, wireless microphone systems, GPS capability, and back-office server and client software supporting fleet management, evidence management, and video playback with full audit trails. The RFQ requests 80–100 units per year. Pricing must be submitted for 100 units per year for the initial one-year term and extended for three years total, with all costs including installation hardware, cables, and shipping on an FOB-Destination basis. The anticipated contract term is February 27, 2017 through February 26, 2018, with two optional one-year renewal periods extending through February 26, 2020. All pricing must remain firm for a minimum of 180 days from bid opening.
Evaluation will be conducted on a best-value basis considering conformity to specifications, quality, purposes, delivery dates, and State interests, with lowest price determining the award among compliant bids. The Division permits municipalities, political subdivisions, and school districts in Maine to access contract pricing through awarded vendors, which may be considered in the award decision. Bidders may submit multiple quotations offering alternative items or pricing. The Division reserves the right to negotiate final contract terms with the selected bidder at the same rate as presented in the quotation and may withdraw its award and negotiate with subsequent ranked bidders if an acceptable contract cannot be finalized. Quotations should exclude federal, state, and local taxes, as the State is tax-exempt on articles not for resale.
