About this opportunity
The Missouri Department of Health and Senior Services is requesting bids for school-based preventive dental services to high-risk students under IFB DHSS 0000000049SL, with responses due September 16, 2026 at 3:00 p.m. Central Time. Previously awarded vendors from prior CDC grant funding are ineligible for this award.
The scope requires development and implementation of an evidence-based preventive dental services program in school settings, including oral health screenings, prophylaxis, fluoride varnish applications, and dental sealant placement. The contractor must serve a minimum of 250 children and 250 parents or caregivers, maintain CDC infection prevention and control compliance, and use glass ionomer sealants with a minimum one-year retention rate of 95%. Personnel must include Missouri-licensed dental hygienists, dentists, and dental assistants. The contractor must demonstrate a minimum of two years' experience in school-based preventive dental services and designate a contact person within five business days of authorization to proceed.
The contract period runs from date of award through August 31, 2027, structured as a Blanket Purchase Agreement with firm and fixed pricing. Indirect costs shall not exceed the contractor's federally negotiated rate or 15% of modified total direct costs if no negotiated rate exists. The contractor may reallocate up to 10% of the total budget between object class categories without prior written approval; additional rebudgeting requires a written amendment. Travel expenses are reimbursed at the lower of CONUS Per Diem Rates or the contractor's written travel policy, with prior written approval required for expenses exceeding CONUS rates. Invoices are due monthly within 30 calendar days following service provision. Award will be based on price only, with responses ranked by lowest cost. Vendors must be registered in MissouriBUYS and complete all required Business Compliance Exhibits. Questions are due 10 calendar days prior to bid closing. No pre-bid conference or formal bidders' meeting is scheduled.
