About this opportunity
The Virginia Department of General Services, on behalf of the Department of Veterans Services, is requesting sealed bids for construction improvements at the Southwest Virginia Veterans Cemetery at Dublin, with bids due August 31, 2026 at 3:00 p.m. and public bid opening on September 1, 2026. The project is subject to Build America, Buy America Act requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States, with manufactured products containing at least 65% U.S.-produced components — a decision-flipping compliance requirement.
The scope includes approximately 500 new in-ground cremains gravesites east of the existing flag assembly area; modification of the existing Service Wall and Service Branch Emblems to add the Space Force Emblem; related site improvements, gravesite amenities, signage, and landscaping; and expansion of the existing adjacent irrigation system. The project is located at 5550 Bagging Plant Road, Dublin, VA 24084. Contractor registration with the Virginia Board for Contractors and eVA vendor registration are mandatory.
The Department has established a small business participation requirement of 42%, and bidders must submit a Small Business Procurement Plan identifying their proposed percentage of small business participation. Prevailing wage requirements apply under Virginia Code 2.2-4321.3 because the contract price exceeds $250,000. The award will be made on a lump-sum basis to the lowest responsive and responsible bidder. Substantial completion is due within 180 consecutive calendar days from the Notice to Proceed, with final completion within 30 days thereafter. A Bid Bond equal to 5% of the total bid amount is required; Performance and Labor and Material Payment Bonds will be required following award. No pre-bid conference will be held. Bidders are responsible for site visits to assess local conditions.
