About this opportunity
The City of Madison Traffic Engineering Division, in partnership with Public Health Madison and Dane County, is requesting proposals for ride-share service providers to execute the Impaired Driving Reduction Ride Share Project, with proposals due August 19, 2026 at 2:00 p.m. Central Time. A 5% local-vendor scoring preference applies to vendors registered with the City of Madison in Dane County prior to the proposal due date. Participation by Disadvantaged Business Enterprises is strongly encouraged.
The scope encompasses five primary areas: project management and coordination, technology implementation for user-accessible ride-share services (mobile app or centralized dispatch system), project evaluation using Place of Last Drink data analysis, strategic marketing campaign design and deployment, and a comprehensive final summary report. Services target bars, taverns, events, festivals, and holidays throughout Madison, with prioritization for high-risk impaired driving locations and times. Project activities are planned through January 2028.
The total contract value is $97,240 from the Safe Streets and Roads for All Grant Program (U.S. Department of Transportation). Proposers must allocate this funding across administration, ride-share services, and marketing components; scoring is based on budget allocation logic and effectiveness rather than total dollar amount. The City intends for proposers to utilize the complete $97,240.
Contractors with 15 or more employees and $50,000 or more in annual City contracts must submit an Affirmative Action Plan and comply with the City's hiring and equity requirements. All contractors must provide certificates of insurance with minimums of $1 million general liability and professional liability coverage.
Questions are due July 29, 2026. The City reserves the right to reject any or all proposals, make partial awards, and negotiate with finalists.
