About this opportunity
The Georgia Department of Transportation (GDOT) General Office of Maintenance issued solicitation 48400-DOT0002857 to establish an open agency contract for the procurement of Impact Attenuator Units (Compression Crash Cushion), Guardrail End Terminals (QPL 64), and associated replacement parts. The solicitation was posted on September 7, 2023, with a response deadline of September 26, 2023. All products must meet specifications outlined in Standard Specifications 641, 648, 859, and other relevant GDOT specifications, with brand names used only to indicate type and quality required. Respondents must be either qualified producers listed on the Qualified Products List #64 for Impact Attenuators and Guardrail End Treatments or authorized representatives of QPL producers, requiring pre-qualification with the Office of Materials and Testing prior to the solicitation close date. The Department evaluates bids based on responsible and responsive meeting of specifications and reserves the right to make multiple awards to all qualifying bidders. Mandatory requirements include tax compliance verification, certificate of non-collusion, Georgia Security and Immigration Compliance Act affidavit (eVerify), Georgia Resident Small Business Verification Form submission, cost worksheet completion, and debarment checks.
This procurement imposed restrictions limiting participation to firms on the Qualified Products List #64, effectively excluding non-qualified vendors from consideration. No set-aside designations were identified for disadvantaged enterprises, women-owned businesses, veteran-owned businesses, or minority-owned businesses, though applicants were required to submit verification forms regarding these statuses. The Notice of Intent to Award issued on October 19, 2023, identified two successful awardees: Cloverleaf Corporation (domiciled in Florida with a Georgia location in Hawkinsville) and Gulf Material Sales, LLC (domiciled in Louisiana), each receiving an estimated open contract award amount of $250,000.00. The estimated award amounts are subject to change given the open-ended nature of the contract with multiple awardees. All protests regarding this award must be submitted electronically to doas.protests@doas.ga.gov, with Beth Bohannon (bbohannon@dot.ga.gov) serving as the issuing officer overseeing the procurement.
