About this opportunity
The Commonwealth of Kentucky Department of Public Advocacy is requesting proposals for immigration attorney consultant services under RFP 515 2600000494, with proposals due July 2, 2026 at 1:00 p.m. Eastern Time. The solicitation targets qualified immigration attorneys to advise public defenders on immigration collateral consequences in criminal cases involving non-citizen clients.
The scope encompasses reviewing case facts to determine immigration consequences, advising public defenders on potential outcomes and client communications, educating defenders on immigration consequences, and attending case reviews or meetings as needed. Services are capped at approximately 200 hours. Mandatory qualifications include a Juris Doctorate degree, federal immigration code experience, Kentucky Bar Association licensure or equivalent in good standing, valid insurance, and eligibility to provide direct representation and consultation on immigration collateral consequences.
The initial contract term runs July 15, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee. Pricing is submitted as an hourly rate; travel expenses are reimbursable upon approval and submission of receipts. No billable work may commence until full contract execution and required approvals are complete.
Evaluation combines technical scoring (1,000 of 1,700 possible points, based on years of federal immigration law experience, training experience, experience with indigent clients, and Kentucky criminal law knowledge), cost scoring (400 points based solely on hourly rate), and up to 300 points for oral presentations if required. Vendors must submit sealed technical and cost proposals separately. The contract is a personal service contract governed by Kentucky statutes, including provisions for nondiscrimination, conflict of interest certification, tax law compliance disclosure, and adherence to the Commonwealth's Artificial Intelligence Policy.
