About this opportunity

The Texas Department of Insurance is requesting offers for ImageRight Document Management System software licenses, maintenance, support, and related services, with proposals due July 16, 2026 at 3:00 p.m. Central time.

Respondents must demonstrate a minimum of 10 years' experience providing ImageRight services and have completed at least three comparable engagements. The solution must be hosted within the State's Data Center Services (DCS) program unless an exemption is granted by the Texas Department of Information Resources, or proposed as Software as a Service (SaaS) with Level 2 TX-RAMP certification — a critical infrastructure requirement.

TDI requires one server licensing package comprising a States Server Package, States Browser Server, 150 Desktop & Browser Client File Access & Full Workflow Concurrent User licenses, Enterprise Scanner Servers (4), Enterprise Reporting Server, Export Module Server, Retention Management, Content Imports, Desktop API, Web Services Internet, Email Receiver (Unlimited), Barcode Printer, and Redaction and OCR Services (2). All costs for software subscription, OCR, maintenance, support, and licensing must be included in pricing. Optional training and enhancements may be proposed. Respondents must submit a SOC II Type II report and complete the Solution Questionnaire in Appendix D.

TDI currently stores approximately four terabytes of data in ImageRight, which serves as the system of record for electronic documents across multiple business areas including the Division of Workers' Compensation and interfaces with the Sircon system.

The initial contract term runs September 1, 2026 through August 31, 2028, with TDI holding the option to renew for three additional one-year periods or one additional three-year period, extending potential contract duration through August 31, 2031. Evaluation uses a best value standard: 25 points for cost, 35 points for respondent qualifications and experience, 40 points for compliance with TDI specifications, and pass/fail for financial capability, with potential deductions up to 10 points for past performance and references and up to 5 points for proposal content and format deficiencies. Questions are due June 23, 2026 at 3:00 p.m. Central time; official responses will be posted by June 29, 2026. The anticipated award date is August 7, 2026.
